- Methyldibromo Glutaronitrile: A preservative withdrawn from EU cosmetics after a rise in contact allergy. Commission Directive 2007/17/EC deleted methyldibromo glutaronitrile from reference number 36 of Annex VI to Directive 76/768/EEC, following successive SCCP opinions: SCCP/0863/05 ("Opinion on Methyldibromo glutaronitrile (sensitisation only)", adopted 15 March 2005) concluded that "as no safe use-level for MDBGN in rinse-off products has been established, it is recommended that MDBGN should not be present in any cosmetic products"; SCCP/1013/06 (adopted 20 June 2006), which quotes that conclusion in its Background, itself concluded only that "no safe use-level for methyldibromo glutaronitrile in cosmetic rinse-off products has been established". Recital 10 of the Directive paraphrases the 2005 conclusion without naming an opinion number. It has no entry in Annex V of EU Regulation (EC) 1223/2009, which is an exhaustive list of the preservatives a cosmetic product may contain.
