  • PETROLATUM: A barrier that sits on the surface of the skin, which is also why it feels heavy. FDA OTC skin protectant monograph, 21 CFR 347.10(m) and (r), lists petrolatum and white petrolatum as skin protectants at 30 to 100%.
  • MINERAL OIL: A refined oil that sits on the surface of the skin; it has a heavy finish. FDA OTC skin protectant monograph, 21 CFR 347.10(l): "Mineral oil, 50 to 100 percent; 30 to 35 percent in combination with colloidal oatmeal in accordance with 347.20(a)(4)."
  • DIMETHICONE: A silicone that forms a film on the surface of the skin without an oily feel. FDA OTC skin protectant monograph, 21 CFR 347.10(g), lists dimethicone as a skin protectant at 1 to 30%.

  • SODIUM PCA: The salt of PCA, one of the water-holding substances the outer layer of skin makes for itself.   • UREA: A humectant the skin already makes; at higher levels it also softens thickened skin. StatPearls, "Moisturizers", NCBI Bookshelf NBK545171, updated 12 February 2024: "Urea is a component of NMF. The addition of urea to moisturizers helps with the absorption of water into the stratum corneum." The FDA label for prescription-strength urea calls it keratolytic and states that its mechanism of action is not yet known.

  • COLLOIDAL OATMEAL: One of the ingredients the FDA recognises by name as an over-the-counter skin protectant for irritation and itching. FDA OTC skin protectant monograph, 21 CFR 347.10(f): "Colloidal oatmeal, 0.007 percent minimum; 0.003 percent minimum in combination with mineral oil in accordance with 347.20(a)(4)."; section 347.50(b)(4) gives it the indication "temporarily protects and helps relieve minor skin irritation and itching due to:" followed by at least one of rashes, eczema, poison ivy/oak/sumac, or insect bites. The indication is conditional on naming a cause; the same opening phrase also serves sodium bicarbonate at (b)(5), so the phrase alone does not identify oatmeal.
